proxmox-sys: imported pbs-tools/src/logrotate.rs (with various cleanups)
- new: CreateOption s instead of owner string - new: returns Result instead of Option - new: add max_files option - remove new_with_user() Signed-off-by: Dietmar Maurer <dietmar@proxmox.com>
