Stefan Lendl 2f37fddc0e sdn: zones: extract function that reads datacenter config ...

The datacenter_config() functions in SDN::Zones::Plugin is a simple
wrapper that reads datacenter.cfg via cfs.
This allows mocking datacenter.cfg in tests.
