Consider the following scenario (e.g. OpenStack): platform issues a
correct list of DNS servers, which includes both IPv4 and IPv6
resolvers, and configures DHCPv4 on the interface.
DHCPv4 returns a set of IPv4 resolvers (as it can't return IPv6 ones),
and this list completely overrides the list from the platform, wiping
out the IPv6 resolvers completely.
With this change, the merge process is more smart, as it tries to
preserve IPv6 resolvers for example if the next layer provides no
resolvers for IPv6.

`SortBonds` function bothered me since the last time I refactored this part.
We always know that it only accepts `network.LinkSpec`s, but we accepted the slice of untyped Resources because
this is what `List` method returns. Now we can do better, since `safe.List` now supports `Swap` method.
We can utilize `sort.Interface` and pass `safe.List` directly to `SortBonds`.

The v1 version is no longer supported.
The major change is the decoding of link data, but we're not using it,
as we have our own decoders/encoders for a long time.

Dynamically map Kubernetes and Talos API ports to an available port on
the host, so every cluster gets its own unique set of parts.
As part of the changes, refactor the provision library and interfaces,
dropping old weird interfaces replacing with (hopefully) much more
descriprive names.

Rework docgen to scan a whole directory for multidoc config types recursively and generate a single schema for all of them.
Annotate the files which need to be scanned by docgen while generating a schema by `//docgen:jsonschema`.
Move and rename the schema.
Bring back schema tests.

This commit deprecates those things:
- Removes the support of `.persist` flag. From now, it should always be enabled or not defined in the config.
- Removes the documentation for `.bootloader`. It never worked anyway.
- Adds a warning for `.machine.install.extensions`, suggests to use boot-assets.

This fixes a problem in the `RouteSpecController` which is due to a
subtle (but correct) change in the behavior in the `stdlib`.
Also some small (but should be safe) bumps.

Currently, we use `github.com/coreos/go-semver/semver` and `github.com/hashicorp/go-version`
for version parsing. As we use `github.com/blang/semver/v4` in our other projects, and it
has more features, it makes sense to use it across the projects. It also doesn't allocate
like crazy in `KubernetesVersion.SupportedWith`.
