chore(build): use a stable mirror for go-libravatar ...

It is not actively maintained and
https://strk.kbt.io/git/go-libravatar.git may be unavailable at
times.

Instead of using the GitLab mirror, setup a mirror in Forgejo space,
where it is under the control of Forgejo contributors.
