[RELEASE] Released version 2.5-dev11

Released version 2.5-dev11 with the following main changes :
    - DEV: coccinelle: Add strcmp.cocci
    - CLEANUP: Apply strcmp.cocci
    - CI: Add `permissions` to GitHub Actions
    - CI: Clean up formatting in GitHub Action definitions
