d91f724637 Update fsnotify to v1.4.7 (#5792) 
fsnotify v1.3.1 uses unix.InotifyInit() which is not available on
mips64/mips64le. Updating to a newer version allows builds to succeed on
these platforms.

384153fe1f promu: don't build openbsd/arm and mips 
Deactivate crossbuilding for openbsd/arm and mips as golang.org/x/sys
does not have the necessary syscalls implemented.
