* signal.c: Reorder #ifdefs so HAVE_ASM_SIGCONTEXT_H doesn't matter on
	SPARC, which doesn't use the header regardless.
	* util.c [LINUX && SPARC]: Do renaming kludges around <asm/reg.h>
	like signal.c does.
