tests: check decoding of ioctl SG_IO v4 commands
* tests/ioctl_sg_io_v4.c: New file. * tests/ioctl_sg_io_v4.test: New test. * tests/.gitignore: Add ioctl_sg_io_v4. * tests/Makefile.am (check_PROGRAMS): Likewise. (DECODER_TESTS): Add ioctl_sg_io_v4.test.
