tests: check decoding of nlattr_inet_diag_req_v2 attributes

* tests/nlattr_inet_diag_req_v2.c: New file.
* tests/gen_tests.in (nlattr_inet_diag_req_v2): New entry.
* tests/pure_executables.list: Add nlattr_inet_diag_req_v2.
* tests/.gitignore: Likewise.
