utimes.c: make use of RVAL_DECODED

* utimes.c (decode_utimes): Change to return void.
Update for RVAL_DECODED.
(sys_utimes, sys_futimesat, sys_utimensat, sys_osf_utimes):
Update callers.  Update for RVAL_DECODED.
