tests: add struct_flock.test

* tests/struct_flock.c: New file.
* tests/struct_flock.test: New test.
* tests/Makefile.am (check_PROGRAMS): Add struct_flock.
(TESTS): Add struct_flock.test.
* tests/.gitignore: Add struct_flock.
