Dmitry V. Levin 66c1739d86 debian: build strace-udeb separately

* debian/rules (extra_build_targets): Add build-udeb-stamp.
(build-udeb/Makefile): New rule.
(clean): Remove build-udeb.
* debian/strace-udeb.install: Update.
