* configure.ac (CHANGELOGTIME): Rename to RPM_CHANGELOGTIME.
(DEB_CHANGELOGTIME): New variable.
(AC_CONFIG_FILES): Add debian/changelog.
* strace.spec.in: Rename CHANGELOGTIME to RPM_CHANGELOGTIME.
* debian/changelog: Rename to ...
* debian/changelog.in: ... this file.  Add parametrized entry.
* debian/.gitignore: New file.
