Dmitry V. Levin 7e88896a16 maint: avoid effects of locale when sorting files
* maint/ioctls_gen.sh: Invoke sort with LC_COLLATE=C.
* maint/ioctls_hex.sh: Likewise.
* maint/ioctls_sym.sh: Likewise.
