* configure.ac: Remove calls to proc-based ptrace checks.
* proc.c: Remove, it's empty now.
* Makefile.am: Remove reference to proc.c.
* net.c: Remove trailing newlines.
* quota.c: Likewise
* resource.c: Likewise
* strace.c: Likewise
* stream.c: Likewise
* time.c: Likewise
