docs: lcd-panel-cgram.txt: convert docs to ReST and rename to *.rst

While this is not part of the admin-guide book, mark it as :orphan:, in order to avoid build warnings. Signed-off-by: Mauro Carvalho Chehab <mchehab+samsung@kernel.org>
