serial: core: Fix iotype userspace breakage

("serial: core: Add big-endian iotype")
re-numbered userspace-dependent values; ioctl(TIOCSSERIAL) can
assign the port iotype (which is expected to match the selected
i/o accessors), so iotype values must not be changed.
