powerpc/process: Remove unnecessary #ifdef CONFIG_FUNCTION_GRAPH_TRACER

ftrace_graph_ret_addr() is always defined and returns 'ip' when
CONFIG_FUNCTION GRAPH_TRACER is not set.

So the #ifdef is not needed, remove it.
