cpufreq: remove CONFIG_CPU_FREQ_TABLE
CONFIG_CPU_FREQ_TABLE will be always enabled when cpufreq framework is used, as cpufreq core depends on it. So, we don't need this CONFIG option anymore as it is not configurable.
