Revert "intel_idle: Add support for using intel_idle in a VM guest using just hlt"
This reverts commit 2f3d08f074b0 ("intel_idle: Add support for using intel_idle in a VM guest using just hlt"), because it causes functional issues to appear and it is not really useful without a related commit that got reverted previously.
