can: flexcan: remove FLEXCAN_QUIRK_DISABLE_MECR quirk for LS1021A

After double check with Layerscape CAN owner (Pankaj Bansal), confirm that
LS1021A doesn't support ECC feature, so remove FLEXCAN_QUIRK_DISABLE_MECR
quirk.
