wifi: mt76: update beacon size limitation
[ Upstream commit de869f81f994c4a4dea0d70921ac5ab78858b224 ] To accommodate 11v MBSSID IE and support maximum 16 MBSSIDs, expand the beacon size limitation for beacon and inband discovery commands.
