arm64: cpuidle: fix #ifdef for acpi functions
The acpi_processor_ffh_lpi_* functions are defined whenever CONFIG_ACPI is enabled, but only called and declared when CONFIG_ACPI_PROCESSOR_IDLE is also enabled.
