ASoC: SOF: mediatek: Add mediatek common debug dump

Browse Source 
1.Add mtk-adsp-common.c file for mediatek platforms common usage.
2.Add mtk_adsp_dump implementation in mtk-adsp-common.c for general
  debug dump.
