cpuidle, arch: Mark all ct_cpuidle_enter() callers __cpuidle
For all cpuidle drivers that use CPUIDLE_FLAG_RCU_IDLE, ensure that all functions that call ct_cpuidle_enter() are marked __cpuidle.
