drbd: Add peer device parameter to whole-bitmap I/O handlers
Pass a peer device parameter through the bitmap I/O functions to the I/O handlers. In after_state_ch(), set that parameter when queuing the drbd_send_bitmap operation so that this operation knows where to send the bitmap.
