x86/xen/time: Set the X86_FEATURE_TSC_KNOWN_FREQ flag in xen_tsc_khz()

the TSC frequency does not need to be recalibrated.

We can avoid recalibration by setting X86_FEATURE_TSC_KNOWN_FREQ.
