Pull fileattr conversion updates from Miklos Szeredi via Al Viro:
 "This splits the handling of FS_IOC_[GS]ETFLAGS from ->ioctl() into a
  separate method.

  The interface is reasonably uniform across the filesystems that
  support it and gives nice boilerplate removal"
