kcsan: Address missing case with KCSAN_REPORT_VALUE_CHANGE_ONLY
Even with KCSAN_REPORT_VALUE_CHANGE_ONLY, KCSAN still reports data races between reads and watchpointed writes, even if the writes wrote values already present.
