Kconfig: clean up the long arch list for the DEBUG_KMEMLEAK config option
Introduce HAVE_DEBUG_KMEMLEAK config option and select it in corresponding architecture Kconfig files. DEBUG_KMEMLEAK now only depends on HAVE_DEBUG_KMEMLEAK.
