staging: lustre: libcfs: merge libcfs_ioctl_handle into libcfs_ioctl
This is apart of the cleanup of libcfs_ioctl* code. In this part we turn libcfs_ioctl_handle into libcfs_ioctl since libcfs_ioctl is now a skeleton function.
