mm: sparsemem: move vmemmap related to HugeTLB to CONFIG_HUGETLB_PAGE_FREE_VMEMMAP
The vmemmap_remap_free/alloc are relevant to HugeTLB, so move those functiongs to the scope of CONFIG_HUGETLB_PAGE_FREE_VMEMMAP.
