drm/i915/dp: Use connector DSC DPCD in intel_dp_dsc_compute_max_bpp()

Browse Source 
Use the connector's DSC DPCD capabilities in intel_dp_dsc_compute_max_bpp()
instead of the version stored in the encoder.
