arm64: dts: allwinner: a64: Pine64 Plus: Fix ethernet node
According to board schematic, PHY provides both, RX and TX delays.
However, according to "fix" Realtek provided for this board, only TX
delay should be provided by PHY.
Tests show that both variants work but TX only PHY delay works
slightly better.

Update ethernet node to reflect the fact that PHY provides TX delay.

arm64: dts: allwinner: Fix wrong license header
Some headers specify that files are under dual-licensed GPL2.0+
and X11. But in fact, it turns out that the full licenses texts
associated are GPL2.0+ and MIT.

Fix license headers to reflect real licenses associated.

arm64: dts: allwinner: a64: pine64-plus: Add PHY regulator delay
Depending on kernel and bootloader configuration, it's possible that
Realtek ethernet PHY isn't powered on properly. According to the
datasheet, it needs 30ms to power up and then some more time before it
can be used.

Fix that by adding 100ms ramp delay to regulator responsible for
powering PHY.

94f4428867 arm64: dts: allwinner: A64: Restore EMAC changes
The original dwmac-sun8i DT bindings have some issue on how to handle
integrated PHY and was reverted in last RC of 4.13.
But now we have a solution so we need to get back that was reverted.

This patch restore arm64 DT about dwmac-sun8i for A64
This reverts commit 87e1f5e8bb ("arm64: dts: allwinner: Revert EMAC changes")

The dwmac-sun8i hardware is present on the pine64 plus.
It uses an external PHY rtl8211e via RGMII.

4e38860818 arm64: dts: add Pine64 support
The Pine64 is a cost-efficient development board based on the
Allwinner A64 SoC.
There are three models: the basic version with Fast Ethernet and
512 MB of DRAM (Pine64) and two Pine64+ versions, which both
feature Gigabit Ethernet and additional connectors for touchscreens
and a camera. Or as my son put it: "Those are smaller and these are
missing." ;-)
The two Pine64+ models just differ in the amount of DRAM
(1GB vs. 2GB). Since U-Boot will figure out the right size for us and
patches the DT accordingly we just need to provide one DT for the
Pine64+.
