As libbpf now is able to automatically take care of RLIMIT_MEMLOCK
increase (or skip it altogether on recent enough kernels), remove
explicit setrlimit() invocations in bench, test_maps, test_verifier, and
test_progs.

A new field was added to the bpf_sk_lookup data that users can access.
Add tests that validate that the new ingress_ifindex field contains the
right data.

Similar to the fix in commit:
e31eec77e4ab ("bpf: selftests: Fix fd cleanup in get_branch_snapshot")
We use designated initializer to set fds to -1 without breaking on
future changes to MAX_SERVER constant denoting the array size.
The particular close(0) occurs on non-reuseport tests, so it can be seen
with -n 115/{2,3} but not 115/4. This can cause problems with future
tests if they depend on BTF fd never being acquired as fd 0, breaking
internal libbpf assumptions.

Turn ony libbpf 1.0 mode. Fix all the explicit IS_ERR checks that now will be
broken because libbpf returns NULL on error (and sets errno). Fix
ASSERT_OK_PTR and ASSERT_ERR_PTR to work for both old mode and new modes and
use them throughout selftests. This is trivial to do by using
libbpf_get_error() API that all libbpf users are supposed to use, instead of
IS_ERR checks.
A bunch of checks also did explicit -1 comparison for various fd-returning
APIs. Such checks are replaced with >= 0 or < 0 cases.
There were also few misuses of bpf_object__find_map_by_name() in test_maps.
Those are fixed in this patch as well.

Convert the selftests for sk_lookup narrow context access to use
PROG_TEST_RUN instead of creating actual sockets. This ensures that
ctx is populated correctly when using PROG_TEST_RUN.
Assert concrete values since we now control remote_ip and remote_port.

I'm getting some garbage in bytes 8 and 9 when doing conversion
from sockaddr_in to sockaddr_in6 (leftover from AF_INET?). Let's
explicitly clear the higher bytes.

Setting IFA_F_NODAD flag for IPv6 addresses to add to loopback is
unnecessary. Duplicate Address Detection does not happen on loopback
device.
Also, passing 'nodad' flag to 'ip address' breaks libbpf CI, which runs in
an environment with BusyBox implementation of 'ip' command, that doesn't
understand this flag.

Cover the case when BPF socket lookup returns a socket that belongs to a
reuseport group, and the reuseport group contains connected UDP sockets.
Ensure that the presence of connected UDP sockets in reuseport group does
not affect the socket lookup result. Socket selected by reuseport should
always be used as result in such case.
