It's due to the driver using CPUFREQ_DEFAULT_GOVERNOR, even it should not
(see commit 8122c6cea033e8034e99d3b10a4e3f377ce23994 in Linus tree), so
remove it.

Currently, only two operating points: 160Mhz and 800Mhz.
the operating points are tested on babbage 3.0
