This patch adds support for dynamic pipelines with multi-core
by using the platform-specific core_get/put() ops to
power up/down a core when a widget is set up/freed.
Along with this, a few redundant functions are removed:
1. sof_pipeline_core_enable() is no longer needed as the
pipeline core will be set up when the pipeline widget
is set up
2. sof_core_enable() is replaced with snd_sof_core_get()
4. core_power_up/down() DSP ops are deprecated and replaced with
core get/put ops.
5. Core power down in sof_widget_unload() during topology
removal is also removed as it is not really needed. For dynamic
pipelines, the cores will be powered off when they are not used.
For static pipelines, the cores will be powered off in the device
remove callback.

Set core_get/put() ops for TGL. When core_get()
is requested for a core, its ref_count is incremented
and the PM_CORE_ENABLE IPC sent to the firmware to
power up the core if the current ref_count is 1.
Conversely, the ref_count is decremented in core_put()
and an IPC is sent to the DSP to power off the core
if the ref_count is 0.

We need to introduce snd_sof_mailbox_{read/write} in order to provide
a generic way for mailbox access. These routines are optional, each
platform can implement their own specific routines.
So far, all platforms use mmapped I/O thus they can use custom made
routines sof_mailbox_read / sof_mailbox_write that use MMIO.

From the name sof_arch_ops one can not decipher that these ops are DSP
architecture ops.
Rename it to dsp_arch_ops and change also the macro to retrieve the DSP
architecture specific ops as well.

According to hardware spec and PMC FW requirement, the DSP must be
in D3 state before entering S5. Define the shutdown function to use
snd_sof_suspend as shutdown callback to make sure DSP is in D3 state.

Invoke hda_dsp_remove() as the .shutdown() callback. This will help to
perform shutdown of the DSP safely on TGL platforms before shutting down
or rebooting the system.

Define the parse_platform_ext_manifest() op for HDA platforms to parse
the SOF_EXT_MAN_CAVS_CONFIG_CAVS_LPRO config item to determine if the FW
is configured for LPRO. The default clock configuration is assumed to be
HPRO in the absence of this item in the extended manifest.
New member clk_config_lpro is added to struct sof_intel_hda_dev to store
the FW clock config information and that this will be used later to perform
platform-specific operations in the post_fw_run op.

SOF will support tgl-h and tgl-lp in different FW binaries due to
hardware difference, so create another dev_desc entry with FW name
of sof-tgl-h.ri and dsp_desc named tglh_chip_info for tgl-h.

Separate the dsp ops for TGL ops to specify the use of ICCMAX
FW boot sequence in the run op. All other ops are identical.
Also separate the TGL descriptors into a separate file to make
it easier to follow.
