"sband->iftype_data" is not assigned with any value for non HE supported
devices, which causes NULL pointer access during mesh peer connection
in those devices. Fix this by accessing the pointer after HE
capabilities condition check.

All uses of ieee80211_get_he_sta_cap() were actually wrong,
in net/mac80211/mlme.c they were wrong because that code is
also used for P2P (which is a different interface type), in
net/mac80211/main.c that should check all interface types.
Fix all that.

For VHT capbility, we do intersection of MCS and NSS for peers in
mac80211, to simplify drivers.
Add this for HE as well.

As of now HE operation element in bss_conf includes variable length
optional field followed by other HE variable. Though the optional
field never be used, actually it is referring to next member of the
bss_conf structure which is not correct. Fix it by declaring needed
HE operation fields within bss_conf itself.

According to IEEE802.11 specifications the SM power save field
in the HT capability IE and the HE extended capability IE is valid
only in (re)association frames and should be ignored otherwise.
Remove code paths that handled this also for non AP modes.
