3ef230370e stm class: Update documentation to match the new identification rules 
The rules and order of identification of trace sources against the
"stp-policy" have changed; update the documentation to reflect that.

1606f8d8e7 trace doc: convert trace/stm.txt to rst format 
This converts the plain text documentation to reStructuredText format and
add it into Sphinx TOC tree. No essential content change.
