Currently, any kernel built with CONFIG_PREEMPTION=y also gets
CONFIG_TASKS_RCU=y, which is not helpful to people trying to build
preemptible kernels of minimal size.
Because CONFIG_TASKS_RCU=y is needed only in kernels doing tracing of
one form or another, this commit moves from TASKS_RCU deciding when it
should be enabled to the tracing Kconfig options explicitly selecting it.
This allows building preemptible kernels without TASKS_RCU, if desired.
This commit also updates the SRCU-N and TREE09 rcutorture scenarios
in order to avoid Kconfig errors that would otherwise result from
CONFIG_TASKS_RCU being selected without its CONFIG_RCU_EXPERT dependency
being met.

This commit adds a test for a three-level srcu_node tree for Tree SRCU
in the existing SRCU-P scenario. This requires enabling CONFIG_RCU_EXPERT,
so the CONFIG_RCU_EXPERT=n scenario is now SRCU-N. The reason for using
SRCU-P for the tall tree is that preemption raises the possibility of
locating more bugs than does the non-preemptive SRCU-N.

This commit causes the rcutorture scripts to force RCU_EXPERT so that
these scripts can cause rcutorture to torture RCU in the various required
configurations. However, SRCU-P, TASKS03, and TREE09 retain !RCU_EXPERT
in order to ensure testing of the vanilla configuration.

This commit uses the standard software ploy of introducing another
level of indirection below the configs directory. This allows each
torture-test suite to have its own set of Kconfig files, boot parameters,
and version-specific scripts. Initially, we have only rcu, but lock
will follow soonish.
