A new "shutdown" timer state is being added to the generic timer code. One
of the functions to change the timer into the state is called
"timer_shutdown()". This means that there can not be other functions called
"timer_shutdown()" as the timer code owns the "timer_*" name space.
Rename timer_shutdown() to spear_timer_shutdown() to avoid this conflict.

Here is the set of SPDX comment updates for 6.0-rc1.
Nothing huge here, just a number of updated SPDX license tags and
cleanups based on the review of a number of common patterns in GPLv2
boilerplate text. Also included in here are a few other minor updates,
2 USB files, and one Documentation file update to get the SPDX lines
correct.
All of these have been in the linux-next tree for a very long time.

In spear_setup_of_timer(), of_find_matching_node() will return a
node pointer with refcount incrementd. We should use of_node_put()
in each fail path or when it is not used anymore.

request_irq() is preferred over setup_irq(). Invocations of setup_irq()
occur after memory allocators are ready.
Per tglx[1], setup_irq() existed in olden days when allocators were not
ready by the time early interrupts were initialized.
Hence replace setup_irq() by request_irq().

Init data marked const should be annotated with __initconst for
correctness and not __initdata. In some cases the array gathering
references to that data has to be marked const as well. This fixes
LTO builds that otherwise fail with section mismatch errors.

Migrate SPEAr driver to the new 'set-state' interface provided by
clockevents core, the earlier 'set-mode' interface is marked obsolete
now.
This also enables us to implement callbacks for new states of clockevent
devices, for example: ONESHOT_STOPPED.
Also kill the unnecessary forward declaration of set-mode routine by
moving 'struct clock_event_device clkevt' towards the bottom of the file.
