a63b6186f9 clk: tegra: Propagate clk_out_x rate to parent 
Given that externx can only be used as a parent for clk_out_x, it makes
sense to propagate requests to make clk_out_x easier to handle.

584ac4e935 clk: tegra: Properly include clk.h 
Clock provider drivers generally shouldn't include clk.h because
it's the consumer API. Only include clk.h in files that are using
it. Also add in a clkdev.h include that was missing in a file
using clkdev APIs.

de4f30fd84 clk: tegra: move PMC, fixed clocks to common files 
Introduce new files for fixed and PMC clocks common between several Tegra
SoCs and move Tegra114 to this new infrastructure.
