3b7f993394 [S390] make arch/s390 subdirectories depend on config option 
Only add subdirectories of arch/s390 to kbuild if their respective
config option is selected.

014859430b [S390] standardize Kbuild rules 
Introducing this Kbuild file allow us to:

make arch/s390/

And thus building all the core part of s390.
Same as on other architectures.
