kernelci.org reports failed builds on arc because of what looks
like an old missed 'select' statement:
net/xfrm/xfrm_algo.o: In function `xfrm_probe_algs':
xfrm_algo.c:(.text+0x1e8): undefined reference to `crypto_has_ahash'
I don't see this in randconfig builds on other architectures, but
it's fairly clear we want to select the hash code for it, like we
do for all its other users. As Herbert points out, CRYPTO_BLKCIPHER
is also required even though it has not popped up in build tests.

The CONFIG_EXPERIMENTAL config item has not carried much meaning for a
while now and is almost always enabled by default. As agreed during the
Linux kernel summit, remove it from any "depends on" lines in Kconfigs.

By making this a standalone config option (auto-selected as needed),
selecting CRYPTO from here rather than from XFRM (which is boolean)
allows the core crypto code to become a module again even when XFRM=y.

This patch merges the IPv4/IPv6 IPComp implementations since most
of the code is identical. As a result future enhancements will no
longer need to be duplicated.

Move the protocol specific config options out to the specific protocols.
With this change net/Kconfig now starts to become readable and serve as a
good basis for further re-structuring.
The menu structure is left almost intact, except that indention is
fixed in most cases. Most visible are the INET changes where several
"depends on INET" are replaced with a single ifdef INET / endif pair.
Several new files were created to accomplish this change - they are
small but serve the purpose that config options are now distributed
out where they belongs.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.
Let it rip!
