b7893388bb net: phy: mscc-miim: reject clause 45 register accesses

The driver doesn't support clause 45 register access yet, but doesn't
check if the access is a c45 one either. This leads to spurious register
reads and writes. Add the check.

bf00edd9e6 mdio: aspeed: Fix "Link is Down" issue
commit 9dbe33cf371bd70330858370bdbc35c7668f00c3 upstream.

The issue happened randomly in runtime.  The message "Link is Down" is
popped but soon it recovered to "Link is Up".

The "Link is Down" results from the incorrect read data for reading the
PHY register via MDIO bus.  The correct sequence for reading the data
shall be:
1. fire the command
2. wait for command done (this step was missing)
3. wait for data idle
4. read data from data register

47a1161dac net: mdio-mux: Handle -EPROBE_DEFER correctly

When registering mdiobus children, if we get an -EPROBE_DEFER, we shouldn't
ignore it and continue registering the rest of the mdiobus children. This
would permanently prevent the deferring child mdiobus from working instead
of reattempting it in the future. So, if a child mdiobus needs to be
reattempted in the future, defer the entire mdio-mux initialization.

This fixes the issue where PHYs sitting under the mdio-mux aren't
initialized correctly if the PHY's interrupt controller is not yet ready
when the mdio-mux is being probed. Additional context in the link below.

'bus->mii_bus' has been allocated with 'devm_mdiobus_alloc_size()' in the
probe function. So it must not be freed explicitly or there will be a
double free.

Remove the incorrect 'mdiobus_free' in the error handling path of the
probe function and in remove function.

06fb560602 net: mdio-ipq4019: add Clause 45 support
While up-streaming the IPQ4019 driver it was thought that the controller had no Clause 45 support,
but it actually does and its activated by writing a bit to the mode register.

So lets add it as newer SoC-s use the same controller and Clause 45 compliant PHY-s.

a9770eac51 net: mdio: Move MDIO drivers into a new subdirectory
Move all the MDIO drivers and multiplexers into drivers/net/mdio.  The
mdio core is however left in the phy directory, due to mutual
dependencies between the MDIO core and the PHY core.

Take this opportunity to sort the Kconfig based on the menuconfig
strings, and move the multiplexers to the end with a separating
comment.
