Russell King 06067fd5a2 net: phylink: fix interface passed to mac_link_up

A mismerge between the following two commits:

c678726305b9 ("net: phylink: ensure consistent phy interface mode")
27755ff88c0e ("net: phylink: Add phylink_mac_link_{up, down} wrapper functions")

resulted in the wrong interface being passed to the mac_link_up()
function. Fix this up.

Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

    https://www.kernel.org/doc/html/latest/

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
