add ras post init function. Do some initialization after all IP have finished their late init. Add new member flags which will control the ras work flow. For now, vbios enable ras for us on boot. That might change in the future. So there should be a flag from vbios to tell us if ras is enabled or not on boot. Looks like there is no such info now. Other bits of the flags are reserved to control other parts of ras. Documentation/admin-guide/README.rst first.
In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
