The interrupt callback should not be triggered before DRIVER_OK
is set. Otherwise, it might break the virtio device driver.
So let's add a check to avoid the unexpected behavior.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
