According to the clarification [1] in the latest napi.rst, the tx processing cannot call any XDP (or page pool) APIs if the "budget" is 0. Because NAPI is called with the budget of 0 (such as netpoll) indicates we may be in an IRQ context, however, we cannot use the page pool from IRQ context. ``make pdfdocs``. The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
