Suzuki K Poulose 1900947215 coresight: etm4x: Handle accesses to TRCSTALLCTLR

TRCSTALLCTLR register is only implemented if

   TRCIDR3.STALLCTL == 0b1

Make sure the driver touches the register only it is implemented.
